Who can request feedback?
Summary
Continuous Feedback (outside review cycle): Any user has the ability to request this type of feedback from another user outside of a review cycle.
Manager Requested Feedback (outside review cycle): Managers and HRBP/ Performance Admin (on behalf of Managers) can request this type of feedback outside of a review cycle.
Peer/Upward Feedback (inside review cycle): Managers, HRBP and Performance Admin can send these feedback requests for any review cycles that have Peer and/or Upward feedback enabled.
NOTE: For review cycles that have nominations enabled, while the employee has the option to nominate their reviewers, only Managers, HRBP and Performance Admin have the permission to send the feedback requests.

Who can give feedback?
Summary
Continuous Feedback (outside review cycle): Any user has the ability to give this type of feedback to another user outside of a review cycle.
Manager Requested Feedback (outside review cycle): Once a feedback request has been received, ALL users (including Individual Contributors, Managers, skip level Managers, HRBP and Performance Admin) can give Manager Requested feedback outside of a performance review cycle.
Peer and Upward Feedback (inside review cycle): If both peer and upward feedback are selected for the review cycle, any reviewers that are not direct reports of the individual can give peer feedback and any direct reports of the individual can give upward feedback. Who can view feedback?
Summary
Continuous Feedback (outside review cycle): Continuous feedback can be viewed by the individual (reviewee), any selected user if 'shared' by the individual and the individuals Manager, if enabled by the reviewer. See: Give and request feedback directly from coworkers
Manager Requested Feedback (outside review cycle): Manager requested feedback can be seen by the individual if shared to them by the feedback reviewer.
Peer and Upward Feedback (inside review cycle): peer and upward feedback can be viewed by the skip level manager once the manager review has been submitted by the direct manager.
