Control who can see and manage action plans

Understand who can create, edit, and see action plans and how to give admins access.

🔐 Who can use this feature?

Each action plan has its own visibility setting, and some roles can see and manage more than others. Use this article when you need to decide who should be able to see and manage plans, for example to give an HR business partner oversight of their teams, or to work out why someone cannot see a plan.

It explains who can do what, how to give someone the Actions role, and who can always see a plan.

Who can do what

  • Create a draft plan: Anyone who can open a report that has Take action turned on, including Report Owners and Report Viewers.

  • Edit, publish, and delete a plan: The plan's owners, the person who created it, and Actions administrators.

  • Check off an action item: The plan's owners, the owner of that action item, and administrators.

  • Set a plan to Everyone in the organisation: Actions administrators only.

  • Comment on a plan: Anyone who can see the plan.

  • Export plans: Anyone, limited to the plans they can see.

Who is an Actions administrator

  • Account Administrator: Can see and manage every plan and can create plans for Everyone in the organisation.

  • Actions role for the whole account: A role with the Actions permissions applied to all groups

  • Actions role scoped to demographics: Can see plans whose owner is in the demographic values you choose. This role does not create plans for Everyone in the organisation and does not edit other people's plans.

Goals administrators are not Actions administrators.Having the Goals permission does not give access to action plans.

ℹ️ Note: Survey Creator, Survey Admin, Surveys Full, Surveys Limited, Report Owner, and Report Viewer roles do not give access to other people's plans. They show only the plans you are allowed to see.

Give someone the Actions role

Roles are assigned to one person at a time.

  1. In the top menu, select Settings.

  2. In the left sidebar under Account, select Roles and permissions.

  3. Select the person. The Edit permissions page opens.

  4. Find Actions and select Full permissions. This lets the person view, edit, and delete any employee's action plans, and create plans that are visible to everyone.

  5. To limit the person to certain employees, select Restrict to employees.

  6. Choose a demographic and values, for example Region includes APAC. Select Add rule to add another rule, then select Restrict.

  7. Select Save permissions.

Visibility settings for a plan

  • Everyone: Everyone in your organization can see the plan.

  • Group members: People in the plan's target group can see the plan.

  • Specific people: Only the people you choose can see the plan.

  • Private: Only the owners can see the plan.

A new plan created from a report starts as Private. The creator can also see a draft they created.

Who can always see a plan

The following people can see every plan, even when it is Private:

  • Owners: The owners of the plan and of its action items.

  • Managers: The direct managers of the plan owners and of the action item owners. Managers further up the chain do not get access automatically. This needs managers to be set up in your employee data.

  • Administrators: Account administrators and people with the Actions role for the whole account.

  • Scoped Actions administrators: People with the Actions role scoped to demographics see plans whose owner matches one of their demographic values.

Troubleshooting

  • I chose Everyone in the organisation and it did not save: Only Actions administrators can do this. Ask an Account Administrator, or assign yourself the Actions role for the whole account.

  • A manager cannot see a private plan: Check that the manager is set as the owner's manager in your employee data. Only direct managers can see a private plan, so a manager further up the chain cannot.

  • A report owner cannot see another person's plan: Plans are not shared through report access. Ask the plan owner to change Visibility to Everyone, Group members, or Specific people.
